Government 'needs a good shutdown,' frustrated Trump tweets

President Donald Trump has signed his first piece of major legislation, a $1 trillion spending bill to fund the government through September.

US President Donald Trump said that the US needs a government "shutdown" in September to "fix (the) mess" in Congress that stems from the Senate requirement of 60 votes needed to approve federal budget bills. Republican and Democratic negotiators reached the agreement Sunday night, and Vice President Mike Pence told "CBS This Morning" earlier this week that President Trump had signed off on its parameters.

The omnibus appropriations bill allocates $1.5 billion for border security but does not include funding for a wall along the U.S. -Mexico border.

The Trump administration is set to release a more detailed budget blueprint for 2018 later this month, part of a process that Republicans hope will be a vehicle to enact a far-reaching tax plan.

After Congress made a decision to move forward with a spending plan that doesn't include cash for President Donald Trump's border wall, the leader of the free world took his frustrations out the best way he knew how: on Twitter, of course.

Meanwhile, Senate Majority Leader Mitch McConnell said Tuesday that nearly no senators would support removing the legislative filibuster, which is the procedural tool that can be overcome only by a so-called supermajority of 60 votes.

"After years of partisan bickering and gridlock, this bill is a clear win for the American people", Trump said.

It reflects bipartisan culture among congressional appropriators, who long ago sorted out numerous spending fights Trump wants to renew this summer - over foreign aid, funding for the arts, Amtrak subsidies, grants to state and local governments, and development agencies like the Appalachian Regional Commission.

"That's what we got in this deal and that's what Democrats don't want you to know", Mick Mulvaney, director of the president's budget office, said at the daily White House press briefing.

Like Mr. Mulvaney, Mr. Trump said Republicans boosted military spending and broke the pattern of matching military spending increases with nondefense boosts.

Mulvaney said it was Democrats who wanted a shutdown. We.either elect more Republican Senators in 2018 or change the rules now to 51%.

Senate Republican leader Mitch McConnell said the Senate would debate the funding Bill this week and that most Republicans did not favour a change in the rules to make it easier to pass legislation without Democratic support. Trump is also encouraging congressional "Republicans" to do away with the filibuster - like they did in confirming his nominee to the U.S. Supreme Court - in an effort to move his budget priorities and other agenda items through the Congress. Patty Murray (D., Wash.) said. He also cited $1.5 billion in emergency money for border security. Regardless of what Trump proposes, if it involves a huge increase in spending (which is Trump's jam), Republicans won't be able to pick up enough Freedom Caucus members to get it across the finish line in the House. "That is affecting every state in the country", the Delaware Democrat said.
