The states that would see the biggest reduction in funding are those that opted into the Medicaid expansion.

Senate Majority Leader Mitch McConnell made the decision to delay a vote after more Republican senators came out against the plan as it's now written. But even after July 4, the outcome of the vote is far from certain, with at least nine Republican senators publicly opposing the bill in its current form.
