"Imagine there's no Brexit": EU boss channels Lennon

Theresa May and Nicholas Gartside

Outlining the five main principles of her "fair and serious offer", May told other European Union leaders at a summit in Brussels that she wanted to offer certainty to European Union citizens about their future in Britain, again using a softer tone in her approach to Brexit.

Donald Tusk used John Lennon's "Imagine" lyrics to express hope that Britain may change its mind and reverse the Brexit vote.

It is expected to help develop and pay for helicopters, drones and an array of weaponry. The fund could generate some 5.5 billion euros a year after 2020 if enough governments come forward with funds, EU officials said, stressing that national governments would remain the owners of all equipment.almost two decades after France and Britain, the EU's main military powers, helped form a common European foreign policy, the continent faces a growing range of security threats, from Islamic State militants to a more assertive, hostile Russian Federation that has seized territory in Ukraine. While the threats have increased, defence research spending in the EU has fallen by a third, or more than 20 billion euros, since 2006.

"We want this negotiation to take place in a good spirit".

The other 27 European Union states will also hear a report from chief negotiator Michel Barnier on his talks with David Davis earlier this week.

"One of the things that I will be calling on with other European leaders today is that we do more working together to ensure that we stop the spread of extremism on line, that we prevent terrorists from having a safe space online and we keep our citizens safe", she said.

Belgian Prime Minister Charles Michel has immediately countered the suggestion of European Council President Donald Tusk that the door for Britain to stay in the EU is still slightly ajar.

The European Council President said: 'Some of my British friends have even asked me whether Brexit could be reversed, and whether I could imagine an outcome where the United Kingdom stays part of the European Union, ' the Pole said.

Tusk said when British friends asked him if he could imagine a way for Britain to remain part of the bloc, he told them "the European Union was built on dreams that seemed impossible to achieve". "What we also need is certainty, for our companies in Belgium, in Europe. Countries can take positions, often very strong positions, they are often negotiating positions, and yet the final outcome might be more favourable", he said.

And he took exception to Tusk's parallel that the European Union, too, "was built on dreams that seemed impossible to achieve". Tusk says that he had been asked by British friends if he could see a way of Britain still staying in.

The EU proposals stipulate that the European Commission should have "full powers" to monitor and the ECJ "full jurisdiction" for as long as citizens' rights remain protected under the withdrawal agreement.

Krzysztof Lapinski reacted Thursday to criticism by Macron who said in an interview with newspapers including Poland's Gazeta Wyborcza daily that East European leaders are betraying Europe's values but want its funds, adding: "Europe is not a supermarket".

Before the two-day meeting in Brussels starting Thursday, summit chairman Donald Tusk trumpeted the resurgence of the European Union, even as Britain launched talks this week on leaving.

In a two-day summit whose agenda is formally dominated by immigration, security and the economy, Mrs May will also brief her counterparts on the UK's commitment to a new £75 million plan created to stem the flow of illegal migrants from Africa to Europe.
