Mbete says secret ballot is in best interest of SA

South Africa's Parliament Speaker Baleka Mbete announced on Monday that there will be a secret ballot in the no confidence motion against President Jacob Zuma.

African National Congress (ANC) national chairwoman and parliamentary speaker Baleka Mbete said the decision to hold a secret ballot was to ensure the result was credible. She said her decision was in the best interest of the country.

In June, the nation's highest court said it was up to the speaker of parliament to decide whether the vote could be done by secret ballot.

"Jackson [Mthmbu] did not support a secret ballot".

By allowing MPs to vote by secret ballot in the no-confidence motion against the president‚ the ANC does not have complete control on the outcome.

Malema added: "We are convinced that ANC members will do the right thing".

Speaking at an "unprecedented" media event on Monday afternoon, Mbete said that she considered the Constitutional Court judgement which gave her exclusive power, views of South Africa's political parties as well as legal advice.

This was no doubt a reference to KZN-based ANC dissident Makhosi Khoza, who has publicly derided the president's leadership skills and stated that she would vote with her conscience on Tuesday. "And not subject them to the will of one person", said Maimane.

She told journalists that she had a duty to act responsibly when exercising her constitutional powers.

Should 201 of the 400 MPs (in other words 50%+1) vote in favour of President Jacob Zuma's removal, the president and his entire executive will have to resign.

"The Speaker must maintain and preserve the order of and the proper decorum in the House and uphold the dignity and good name of the House".

"You would know that we have been, as the ANC, consistent in saying that the decision lies with her".

Both the EFF and UDM have claimed that there are more than 60 ANC members who have guaranteed their support of the opposition parties motion, if it is held in secret.

But he acknowledged recent criticism of the ANC, and the impact of a cabinet reshuffle in March when respected finance minister Pravin Gordhan was replaced with a Zuma loyalist.

The main opposition Democratic Alliance party urged ANC lawmakers to vote Zuma out. It is a chance for us all to stand up and say no to corruption. That has never been heard of with any sitting president in the last 23 years.
