Exactly a week after the ground-breaking ceremony of the Japan-aided Ahmedabad-Mumbai high speed rail project in India, External Affairs Minister Sushma Swaraj had a "warm encounter" with Japanese Prime Minister Shinzo Abe here on Thursday on the sidelines of the UN General Assembly Session.

In an obvious reference to Pakistan, India on Thursday condemned support systems for terrorists in South Asia while expressing concern over North Korea's nuclear and weapons and ballistic missile programmes.

She said there is a need for collective efforts to disrupt terrorist networks and their financing, and movement.

"They continue to find support and shelter in countries which use terrorism as an instrument of State Policy", she said, in a thinly veiled reference to Pakistan, which has come under worldwide scrutiny and approbation, including from one-time ally the United States.

She asked BRICS ministers to work on pace to conclude negotiations and adoptaion of Comprehensive Convention on International Terrorism (CCIT) in the United Nations. "They continue to find support and shelter in countries which use terrorism as an instrument of State Policy", Swaraj said at the BRICS Ministerial Meeting, United Nations General Assembly, while speaking on the threat that terror groups pose to global peace and security. She also said India, as a member of SCO, will cooperate extensively to further consolidate the SCO as an effective regional platform.

Emphasising the focus on solar energy as a factor for economic development, Sushma Swaraj referred to India's initiative of forming the International Solar Alliance.

She is also scheduled to participate in several multilateral meetings including that of the G-4 (Brazil, Germany, India, and Japan) and the Shanghai Cooperation Organisation foreign ministers. It was the first SCO meeting attended by Swaraj after India was admitted as a member of the grouping in June.
