US calls for UN Security Council vote on North Korea on Monday

South Korean President Moon Jae-in said last week during a visit to Russia that shutting off North Korea's supply of oil was inevitable this time to bring Pyongyang to talks and he called for Russian President Vladimir Putin's support.

North Korea on Monday threatened to "inflict pain and suffering" on the U.S., after Washington pushed for new sanctions against Pyongyang for its sixth nuclear test in the UN Security Council, the state-media reported.

South Korea's government earlier said North Korea could potentially mark the 69th founding anniversary with its third test of a developmental intercontinental ballistic missile. Last year, North Korea conducted its fifth nuclear test on the September 9 anniversary.

"These are by far the strongest measures ever imposed on North Korea. but we all know these steps only work if all nations implement them completely and aggressively", Nikki Haley, the USA ambassador to the United Nations, said after the vote. Both are violations of United Nations resolutions, but Pyongyang claims it must carry them out to build nuclear deterrent against what it sees as U.S. aggression.

State Department and Treasury Department officials are testifying to the House Foreign Affairs Committee about the pressure campaign against North Korea's weapons development.

"Alongside the UN-imposed sanctions, worldwide cooperation is also required to curb the North's cyber-hacking which can be used to finance its nuclear and missile programmes", he said.

U.S. ambassador to the United Nations Nikki Haley said last Monday that she meant to call for a vote on September 11 and then the United States circulated a draft resolution to the 15-member council on Wednesday.

Last Tuesday, the United States circulated a draft resolution proposing the toughest-ever United Nations sanctions on North Korea, including a ban on all oil and natural gas exports to the country and a freeze on all foreign financial assets of the government and its leader, Kim Jong Un.

The three-star U.S. Army general who oversees foreign military sales said security cooperation efforts with the Republic of Korea and Japan are "already strong" but that the North Korea threat raises the stakes.

The resolution also calls for a ban on North Korea's textile exports - its largest export after coal and other minerals in 2016.

Previous UN sanctions resolutions have been negotiated between the United States and China, and have taken weeks or months. In order for the U.N.to pass additional sanctions against North Korea, the United States needs China-Pyongyang's main trading partner and ally-to be on board.

Shares in South Korean automaker Hyundai Motor and key suppliers slid on Friday on worries over its position in China after highly critical Chinese state newspaper comments.
