David Davis: Britain will leave EU without a deal if Parliament rejects final agreement with Brussels

In a bid to keep both Brexiteers and Remainers on side, Davis ended his appearance at the despatch box by describing the vote as "a meaningful vote, but not one that can undo Brexit". This means that as well as the current "take it or leave it" vote in principle on the Brexit deal, the final agreement will need to be enshrined in law and, importantly, be subject to scrutiny and a vote by MPs and peers.

Keir Starmer, the shadow Brexit secretary, said the Tories had performed a "significant climbdown" after David Davis, his opposite number in government, announced there would be a binding vote on any deal.

British Brexit minister David Davis said on Monday the government would allow parliament the opportunity to debate, scrutinise and vote on any final Brexit agreement, offering a concession to Conservative Party rebels.

However, the offer was immediately attacked by both Labour and Conservative politicians, who expressed anger that it did not give parliament any say in the case of a no-deal Brexit.

Mr Davis said that the new legislation would give "direct effect" to the rights of European Union citizens' in law, and acknowledged that it could be amended by MPs.

"This confirms that the major policies set out in the withdrawal agreement (with the EU) will be directly implemented into United Kingdom law by primary legislation", he said.

Parliamentary committees will begin scrutinising the Withdrawal Bill on Thursday.

"If we don't have a withdrawal agreement we can't have a withdrawal agreement bill, full stop".

He also said, "the agreement will only hold if Parliament approves it".

The Brexit deal will form a specific Act of Parliament, to be voted on by the Houses of Commons and Lords in early 2019.

Soubry told the Guardian: "The government is preparing for a hard Brexit - no deal". With less than 24 hours before they had to defend their flawed bill to parliament they have finally backed down.

Chuka Umunna and Chris Leslie derided Davis' concession as a ploy before tomorrow's debate. "However, like everything with this government the devil will be in the detail", he said.

Davis's move was seen as an attempted concession to Conservative rebels who may defy the government this week by voting against separate Brexit legislation transferring existing European Union laws to Britain.

"Ministers must now go further". The timing is key here - but the government are unable to guarantee that it wouldn't be the day before Britain leaves as they can't say for sure when the negotiations will end.

The letter said: "Over recent weeks, it has become increasingly clear that you alone do not have the authority to deliver a transitional deal with Europe and to take the necessary steps to protect jobs and the economy".
