How Close Are Senators to Ending the Government Shutdown?

Under the proposal taking shape, Democratic would agree to a three-week spending measure - until February 8 - in return for a commitment from the Republican leadership in the Senate to address immigration policy and other pressing legislative matters in the coming weeks.

In some past shutdowns both parties have agreed to provide pay for the military during the shutdown. "They have supported the funding bill; they have supported the bill that passed out of the house", Rep. Stefanik said. He merely committed to debate and vote on the issue.

As the government shutdown hit its third day, party leaders in the Senate reached an agreement to reopen the government and vote on immigration in the coming weeks.

Over the weekend, Trump encouraged the Senate's Republican leaders to invoke the "nuclear option" - a procedural maneuver to change the chamber's rules to allow passage of a budget by a simple majority of 51 votes to end the shutdown.

At the core of Democrats' demands is the fate of young people, known as Dreamers, who were brought to the country illegally as children. "They blinked", principal deputy press secretary Raj Shah told CNN.

"I am pleased that Democrats and Republicans in Congress have now come to their senses", President Donald Trump said in a statement read Monday at the White House briefing. A block of liberal Democrats - some of them 2020 presidential hopefuls - stuck to their opposition.

Shortly before the cloture vote, Sen.

The government can reopen once President Trump signs the funding into law.

"But you have to remember that initially the majority leader was not talking about this issue", Collins continued.

The Senate's top Democrat Chuck Schumer responded by saying he was "happy to continue my discussion with the majority leader about reopening the government" but added that the parties were "yet to reach an agreement on a path forward". President Trump rescinded DACA in 2017, saying that he was transferring the problem to Congress, so that it could find a more enduring, legislative, solution to an issue that has attracted widespread public sympathy.

Senators worked throughout the weekend to broker a deal. On Sunday night, Democrats appeared to be holding out for a firmer commitment from McConnell.

The vote comes several hours after the workday for hundreds of thousands of furloughed federal employees was supposed to have begun, and it comes three days after the government officially shut down Friday at midnight.

Democrats have refused to go along with the temporary federal funding request unless it addresses the Deferred Action for Childhood Arrivals program in part because they fear Republican leaders will not act to protect DACA recipients before deportations would begin in large numbers in March.

Republicans started the day eager to show a united front: House Speaker Paul Ryan, R-Wis., and McConnell met Friday morning, determined to hold firm to a strategy they had crafted almost a week prior: Make Democrats an offer they could not refuse by attaching a long-term extension of the Children's Health Insurance Program, or CHIP, as well as the delay of some unpopular health-care taxes.

"The Democrats are turning down services and security for citizens in favor of services and security for non-citizens". Democrats are on the losing side of this debate by shutting down the government over DACA.

Just last month, immigration advocates, including members of the Congressional Hispanic Caucus, were furious with Schumer and Democratic leaders for not forcing a fight over the young immigrants.

Meanwhile, Donald Trump was largely sidelined through the process.

Democrats said they oppose the three-week plan, viewing it as a way to stall negotiations over the future of the "Dreamers" - immigrants whose protections expire in March.

Members of Congress are at an impasse over what should be included in a spending bill to keep the government open.

The Republicans now have 51 senators and would need some Democratic support to pass a budget.

One of the most visible symbols of that 2013 shutdown was gated off national parks. Social Security and most other safety-net programs were unaffected by the lapse in federal spending authority. "A government shutdown is not a good way to get an outcome legislatively".

The most recent shutdown transpired under Obama in 2013, pitting the president against the Republican-led House of Representatives.
