What the memo hints at, basically, is that Google might have to start charging companies for Android licences, should the European Commision's (EC) demands are granted.

His administration in early March announced tariffs of 25 percent on aluminum and 10 percent on steel imports that also include the European Union.

The European Commission on Wednesday imposed a €4.34 billion ($5.06 billion) fine on Google for breaching the EU's antitrust rules through Android.

The EC gave Google's parent company, Alphabet, 90 days to stop such practices or face further penalties. It's still early to tell how the Internet search giant will respond to the ruling, but many observers have been quick to point out that Sundar Pichai's memo contains what could be constituted as "warning shots" regarding the openness of Android. "We intend to appeal", he said in a blog post.

It was argued that Google requiring Android phone manufacturers to pre-install its Chrome browser and Search app had allowed it to gain an unfair advantage over potential rivals.

Google provides Android free to smartphone manufacturers and generates most of its revenue from selling advertisements that appear along with search results.

The Commission opened its investigation into Android following a 2013 complaint from lobbying group FairSearch, which was backed by competitors including Oracle, Nokia and Microsoft.

The EU's decision would bring the running total of Google fines to 6.7 billion after last year's penalty over shopping-search services.

That figure represented a doubling in global revenue in only four years.
