But Trump's EPA said the efficiency rules drive up vehicle prices, keeping many people in older, less safe cars and trucks.

"We'll use every tool available to block the Trump administration's U-turn on fuel efficiency", the Massachusetts Democrat said, adding later, "We won't stop until this misguided change is put in the rearview mirror". At the moment, the state standard and the national one are the same-but if they diverged, automakers could end up making multiple versions of each auto to sell in different parts of the U.S. The Trump administration wants to take away California's right to set higher standards.

The federal agencies have also referenced a "50-state program", calling into question California's authority to implement its own more strict emissions regulations. Many independent experts are skeptical of these claims.

The proposal freezes fuel efficiency requirements for America's cars and trucks until 2026 - repealing one of Washington's most significant steps in recent years to curb greenhouse gas.

The rollback has provoked outcry from environmental and health groups, as well as states who are pushing for cleaner vehicle fleets. It might even cause vehicle prices to stop increasing so rapidly.

California joined 16 other states and the District of Columbia in suing the EPA in May, asking the court to review the EPA's proposed actions.

"There are compelling reasons for a new rulemaking on fuel economy standards for 2021-2026", Transportation Secretary Elaine Chao said in a statement.
