What has been the global reaction?
Surveillance video on CNN showed the man in Khashoggi's dress shirt, suit jacket and trousers, although he wore a different pair of shoes.
In addition, members of the Turkish-Saudi working group established in connection with the investigation into the disappearance of a Saudi journalist Jamal Haskaj, held a 9-hour search by the Consulate General of Saudi Arabia in Istanbul. This weekend it changed its story, admitting that he is dead.
Saudi Arabia says that journalist Jamal Khashoggi was murdered, blaming rogue agents for a killing that has sparked an global outcry.
Turkey has so far stopped short of officially blaming Saudi Arabia for the killing, though its investigators say they have audio and video evidence which shows Khashoggi was killed by a team of Saudi agents inside the consulate. A member of the team dressed in Khashoggi's clothes to make it appear as if he had left the consulate. Last year, Kushner paid a secret visit to Saudi Arabia to discuss his strategy for Israel and the Palestinians. Widodo's concerns were relayed by Indonesia's foreign minister following the meeting.
A Saudi friend of Mr Khashoggi said that Salah Khashoggi had been under a travel ban and barred from leaving the kingdom since past year as a result of his father's criticism of the government.
Relations between Canada and Saudi Arabia have been tense in recent months.
After a fortnight of denials, Saudi authorities admitted Saturday that Khashoggi, a Washington Post columnist and prominent critic of powerful Crown Prince Mohammed bin Salman, was killed after entering the consulate in Turkey on October 2.
Pro-government newspapers have been leaking information about Mr Khashoggi's killing, apparently with the help of Turkish security forces.
Riyadh has confirmed Khashoggi's death inside its consulate, saying he was killed first as the result of a "fistfight", but then due to a "chokehold".
In the apparent cover-up that followed Khashoggi's death, Madani, 57, who is of similar height, age and build to Khashoggi, 59, was used as a decoy for the journalist, according to the Turkish official.
"There remains an urgent need for clarification of exactly what happened. beyond the hypotheses that have been raised so far in the Saudi investigation, which need to be backed by facts to be considered credible".
Echoing Chancellor Merkel, Nahles said that the death of Khashoggi would have "significant consequences" for arms deliveries to the kingdom. He said "it will have no positive consequences if we, as we are doing, now don't pursue our arms exports if at the same time other countries fill this gap".
President Donald Trump's son-in-law also said he personally told Saudi Crown Prince Mohammad bin Salman to "just to be transparent" about allegations his government ordered Saudi-born and self-exiled journalist Jamal Khashoggi killed inside its Istanbul consulate.
