Hill doesn't know whether Florida ever will count her votes for Gillum, who narrowly lost to DeSantis and conceded the race, or any other of her preferred candidates.
In one of the most memorable lines in the debates, Gillum stopped short of calling DeSantis a racist but said "racists believe he is a racist".
Gillum's campaign said it's monitoring the situation with an elections lawyer and preparing for a possible state-mandated recount.
"Mayor Gillum started his campaign for the people, and we are committed to ensuring every single vote in Florida is counted", Johanna Cervone, his communications director, said in a statement Thursday.
"We can not win the state of Florida if we continue hemorrhaging those kinds of margins in red counties", Schale said. Bill Nelson already are locked in a recount battle.
The DeSantis-Gillum campaign was among the most closely watched in the country this midterm election season.
Gillum trailed DeSantis by less than 39,000 votes, or 0.47 percentage points, as of early evening.
The gap between Republican Rick Scott and Democrat Bill Nelson dropped down to 21,899 votes as more ballots from left-leaning Broward County finally went through election office scanners.
In the Senate race, Scott clung to a 21,986-vote lead, or a difference of 0.27 percentage points.
Pasco, the state's 11th most populous county, had 130 provisional ballots on Tuesday, Corley said.
A recount is already planned for the Florida Senate race, where Republican Gov. Rick Scott now leads Democratic Sen. He was a member of the House for a number of years and indeed a member of the leadership considered one of the most promising young politicians in the state.
DeSantis won with 49.7 percent of the votes, with ballots in his favour totalling 4,052,118 votes.
In Georgia, the race for governor is too close to call, but Republican candidate Brian Kemp holds a narrow lead.
Voters who cast provisional ballots have until Thursday at 5 p.m.to verify their ID or provide other data to county officials to make their ballots count. "Doing so could be a violation of 101.048 (6), F.S., and Article I, Section 6 of the Florida Constitution [e.g., voters being guaranteed the right to cast a secret ballot]".
The highly-decentralized nature of Florida election administration means that a hand recount will be fought out in 67 counties at once, as a second campaign marshals legal and political forces on each side's behalf.
Elias said historically, recounts tend to pick up more Democratic votes, even in GOP-dominated counties, though he added even Miami-Dade has a history of rejecting more mail-in ballots from African American and Hispanic voters than whites.
Holding his baby son in his arms, and with his two older children at his side, Gillum expressed satisfaction at a campaign he says was run with class and focused on the policy instead of nonsense.
