The motion will be signed by the pro-independence Scottish National Party and Scottish Greens and the anti-independence Labour and Liberal Democrats.

"In the fullness of time, the public will wake up to what this so-called deal entails; neither leave nor remain voters will be pleased with a deal that leaves us poorer, less secure and weaker in the pursuit of our national interests".

Labour, the Lib Dems, the SNP, the DUP and many Tory MPs have said they will vote against the agreement, which has already been agreed between the United Kingdom and EU.

She said: "Councils across Scotland are facing huge cuts and the last thing we need is Brexit harming our economy and leading to further austerity, putting more valued services at risk. It's a People's Vote, with the option of keeping the best deal we now have as a member of the European Union".

It is also understood that a serving minister has been showing a possible blueprint for a second vote to members of the cabinet, suggesting more MPs could quit to support the idea should May's deal be defeated.

"If you look at the Labour Party's amendment, it doesn't put forward a concrete alternative".

Mrs May has said that if lawmakers reject the agreement, it could see the world's fifth-largest economy leaving the bloc without a deal, or even not leaving at all.

"I'm very happy to tell President Trump and others that we will have an independent trade policy, because we will have an independent trade policy, we will be able to do trade deals", she said.

Other parties say they want to be part of any Brexit TV debate.

A no-deal Brexit would not be a disaster, International Trade Secretary Liam Fox has insisted.

Only a small group of Brexiter cabinet ministers are left to circle the wagons ahead of the crunch Brexit vote in December.

Asked if he thought the whole Cabinet would back the deal in the Commons, Dr Fox told BBC Radio 4's Today programme: "I think members of the Cabinet will vote for the deal".

With scores of backbench Conservatives threatening to rebel in the historic "meaningful vote", Mrs May might have to rely on Labour votes and abstentions to save her Brexit deal.

However, arch-Brexiteer Jacob Rees-Mogg has written in the Daily Telegraph of an effort to "frighten and to gull (people) into acquiescing to a non-Brexit Brexit".

Dr Fox said he refuses to criticise his neighbouring MPs across the South West who aren't backing the deal.
