Partial government shutdown has minimal impact locally

En route to a meeting at the White House Senate Majority Leader Mitch McConnell R-Ky. left walks with Sen. Richard C. Shelby R-Ala. chairman of the Senate Appropriations Committee as work continues prior to a Friday night funding deadline to avoid

In a statement, House Appropriations Committee Chairman Rodney Frelinghuysen noted that this year's Congress "enacted the majority of all discretionary spending for the year - 75 [percent] - prior to the end of the fiscal year, an accomplishment that hasn't occurred in over two decades".

Most of the government has been funded through 2019-but the partial shutdown would affect the Department of Homeland Security, the Justice Department, the Interior Department, the State Department and the Department of Housing and Urban Development.

More than 380,000 federal employees would be placed on furlough, according to the fact sheet, meaning they would effectively be put on a leave of absence without pay. But the government still maintains most of his functions which is why they are often referred to as partial shutdowns.

For example, NPS officials said areas of Badlands National Park in South Dakota will remain accessible during the shutdown as will the 15,000-acre Indiana Dunes National Lakeshore.

Some sites where access is easily controlled, including the Statue of Liberty, may be closed completely.

Some attractions are staying open thanks to funding from states and charitable groups.

Shutdowns since then have been much shorter. Congress adjourned without reaching a deal, which led to a shutdown at midnight in Washington.

Second, households with a member who was furloughed and required to stay home from work slashed their spending more dramatically - by 15 percent to 20 percent, or nearly twice as much as the average of those affected.

Q. What happens with government workers? Correctional officers, law enforcement and Customs and Border Protection and Coast Guard staff will also remain at work.

In the Transportation Department, thousands of air traffic controllers will keep planes moving during the busy holiday season. Almost 90 percent of the Homeland Security staff is deemed essential. That isn't guaranteed this time, though.

Because they are not federal employees, the CIRES staff based at NOAA could continue to work during a shutdown - but would have to do their jobs elsewhere.

"I don't see more votes until the Senate acts", McCarthy said on the floor on Friday. They include the actual costs of opening and closing as well as the impact on the economy when more than 800,000 federal workers go without a paycheck. "Tim Kaine (D-Va.) said, ".@realDonaldTrump has no concept of the hard work our federal employees do every day to keep the country running.

Q. How long might this last? For instance, none of the eight shutdowns during Ronald Reagan's presidency in the 1980s lasted more than three days.

An October 2013 shutdown lasted 16 days while one in 1995-96 lasted a record 21 days.

Food stamps and subsidized lunches will continue to be provided, though an extended shutdown could change that; the U.S. Department of Agriculture in the past has had only limited funding without new appropriations.

If Congress deadlocks this time, lawmakers may quit for the year and wait for the new Congress, with Democrats in the majority in the House, to take the matter up after they reconvene on January 3.

Trump seemed ready to take the blame for the shutdown in the name of border security during a remarkable and contentious meeting with Democratic leaders on December 11.

Q. What are the chances of avoiding all this? Instead, the President has forced a partial government shutdown unless his demands for a wall on the southern border are met.

This legislation has already been introduced in both the House and Senate, and it has already passed the Senate. Senate rules require 60 votes for passage, meaning Republicans can't pass a bill without a few Democrats' votes too.
