At the Border, Trump Moves Closer to Emergency Declaration

Those Republicans mirrored the same ones who voted on Thursday for both an Agriculture funding bill and a Transportation-HUD measure: Rodney Davis of Illinois and Christopher H. Smith of New Jersey, Brian Fitzpatrick of Pennsylvania, John Katko of New York, Jaime Herrera Beutler of Washington, Will Hurd of Texas, Adam Kinzinger of Illinois, Elise Stefanik of New York, Fred Upton of MI and Greg Walden of Oregon.

President Donald Trump plans to visit a border patrol station and a section of the border during his visit Thursday to McAllen, Texas. Democrats, meanwhile, say they will not fund the wall. In what would be an unprecedented move, Trump is considering declaring a national emergency in a bid to circumvent Congress, and he has ordered the U.S. Army Corps of Engineers to look into raiding funds from a $13.9 billion disaster relief bill meant to help Puerto Rico, Florida, Texas and California recover from deadly hurricanes and wildfires. The Senate approved the bill unanimously Thursday.

As the shutdown drags on, Trump has repeatedly raised the possibility that he might declare a national emergency in an effort to secure funding for a border wall.

Mr. Trump wants $5.7 billion to build the wall, which during the 2016 campaign he repeatedly promised to build once in office.

In the meantime, the administration has taken steps to lay the groundwork should Trump issue the declaration.

Defense Department officials had already been combing data on more than $10 billion in military construction projects to determine how much of it would be available for emergency spending this year.

It was not clear what a potential compromise between the White House and Congress might entail.

House Speaker Nancy Pelosi, D-Calif., accused the president of engaging in political games to fire up his most loyal supporters and suggested that a heated meeting Wednesday with legislators at the White House had been "a setup" so that Trump could walk out of it.

Some 800,000 workers, more than half of them still on the job, were to miss their first paycheck on Friday under the stoppage, and Washington was close to setting a dubious record for the longest government shutdown in the nation's history.

Pelosi has not said how House Democrats would respond to Trump declaring a national emergency, but she predicted a bipartisan rejection of an attempt by the White House to skirt Congress's power.
