Once inside Congress, Bolsonaro and his vice president, retired Gen. Hamilton Mourao, took the oath of office.

Whether Brazil, which has the largest chunk of the Amazon basin in South America, formally stays in the accord may be all but irrelevant: Scientists say the country won't meet its targets on emissions reductions if Bolsonaro does what he has promised.

He has said he is determined to roll back decisions made under Rousseff and her popular predecessor Luiz Inacio Lula da Silva, who is now in prison for corruption. She cast a blank ballot in the elections, saying she couldn't vote for the Workers' Party due to their involvement in corruption scandals. Once a darling of the global left for its progressive welfare policies, Brazil is set to become a bastion of conservatism in Latin America.

Still, he has come under intense pressure from Brazil's powerful agriculture sector not to do so, as it could hurt Brazilian exports to Arab nations. He has courted US President Donald Trump, a politician he admires and emulates.

"Mr Bolsonaro told me it was "when, not if" he moves the embassy to Jerusalem", Mr Netanyahu said on Sunday at a meeting with leaders of Brazil's Jewish community in Rio de Janeiro.

Secretary of State Mike Pompeo is representing the U.S. at the inauguration, and Prime Minister Benjamin Netanyahu is there for Israel. Meanwhile, the incoming Brazilian government rescinded invitations to the inauguration that had been sent to Cuban and Venezuelan leaders, traditional allies of the Workers' Party.

His huge victory delivered a humiliating riposte to political pundits who, for much of his campaign, portrayed Bolsonaro as a showboating maverick who was about as likely to become president as he was to play in Brazil's star-studded soccer team.

As a fringe politician with few alliances, Bolsonaro was one of the few to emerge unscathed from the scandals.

As NPR's Philip Reeves reports, Bolsonaro's landslide October election marked a hard turn right for a region that has had leftist leaders for decades.
