Shutdown chance looms as wall negotiations continue

Negotiators had wanted a deal by Monday to give Congress time to pass legislation by Friday, when last month's federal funding deal runs out. But this battle more than most is driven by political symbolism - whether Trump will be able to claim he delivered on his long-running pledge to "build the wall" or newly empowered congressional Democrats' ability to thwart him.

Mulvaney spoke as Congressional negotiators continue talks on a security plan that includes some sort of barrier, whether wall, fence or other, on the border, hoping to complete a deal.

Two of the sources said the talks were ongoing and had not completely fallen apart, but both sides of the talks were considering whether there was a path forward to a broader deal.

The White House had asked for $US5.7 billion ($A8 billion), a figure rejected by the Democratic-controlled House of Representatives.

"To enhance national security and encourage more efficient immigration enforcement, Democrats have proposed a cap on the number of ICE detention beds associated with interior enforcement", the statement said.

"Let's say the hardcore, left wing of the Democrat Party prevails in this negotiation and they put a bill on the president's desk with, say, zero money for the wall, or $800 million, an absurdly low number", White House chief of staff Mick Mulvaney told "Meet the Press" on Sunday.

The White House said Sunday it can not rule out another government shutdown as it gets mixed signals from Democrats and Republicans racing a Friday deadline to fund President Trump's border-wall demands and keep federal operations humming.

United States budget talks have hit another impasse over immigration, a key Republican negotiator said on Sunday, raising the prospect of a second government shutdown if no agreement is reached by this week's deadline. Richard Shelby, R-Ala., said Sunday on Fox.

At the same time, Democrats were trying to limit the number of detention beds the US Immigration and Customs Enforcement agency would have access to.

"There are bumps in the road but as long as we stay focused in a bipartisan way, bicameral way, to get this done, I'm hopeful we can get it done".

They revealed that he spent 60 per cent of his time in executive time, a term coined by former chief of staff John Kelly for unstructured time in Trump's day.

"I don't think the Dems on the Border Committee are being allowed by their leaders to make a deal".

Democrats say they proposed their cap to force ICE to concentrate its internal enforcement efforts on unsafe immigrants, not those who lack legal authority to be in the country but are productive and otherwise pose no threat.

"They are offering very little money for the desperately needed Border Wall & now, out of the blue, want a cap on convicted violent felons to be held in detention!", he tweeted.

In addition to Shelby, the Senate Appropriations Committee chairman, other lawmakers and key officials took to the airwaves over the weekend where they underscored the differences that remained. "There are good people on this committee so I have confidence that hopefully we will get something done very soon". "I would say no", Mulvaney said.
