The Trump administration's new budget for 2020 aims to address that disparity.

Congress has rejected these proposed cuts for the past two years when Republicans controlled both chambers.

That money was used to finance 55 miles of wall along the Texas border.

Trump's request for border wall funding presages a new fight with lawmakers over the issue in the coming months during the third year of the Trump presidency.

The budget arrives as the Senate readies to vote this week to terminate Trump's national emergency declaration.

Trump's budget "proposes that USDA responsibly and efficiently use taxpayer resources by making targeted reforms to duplicative programs and overly generous subsidy programs", according to the document.

Needless to say, these proposals will be dead on arrival in the House too. "If nothing is done, interest payments alone on the Federal Government's debt will double by 2023 and exceed spending on the USA military by 2024", the budget document asserted. "That's a very modest number compared to even the recent past".

Also likely to inflame Mr Trump's opposition is his plan for $US2.7 trillion in spending cuts over the next decade, as well as an across-the-board 5 per cent cut next fiscal year in all spending with the exception of defence, which would increase by 5 per cent to about $US750 billion. He said the economic policies it contains would "generate more than enough revenue to pay" for tax cuts passed on Trump's watch. It asks for US$8.6 billion to build a wall on the border with Mexico.

Mick Mulvaney, Trump's budget director and acting chief of staff, has previously slammed the OCO as a "slush fund". He also told "Fox News Sunday" there was no reason to "obsess" about deficits, and expressed confidence that economic growth would top 3 percent in 2019 and beyond.

The move is sure to spark another debate amongst Democrats and Republicans.

"The budget promotes quality education and job training, holds higher education institutions more accountable, and expands Pell Grants to high-quality short-term training programs", according to the White House. The administration predicts that the United States will return to budget balance in 2034.

The Trump administration is looking to decrease the Education Department's funding by $7.1 billion compared to what it was given last year, as part of next year's proposed budget.

At NIH, the proposal provides $33 billion for health research, suggesting a cut of $6 billlion-or 15%-below the agency's current 2019 budget of $39.1 billion. The Democratic-led House already did so, and a handful of Republican senators, uneasy over what they see as an overreach of executive power, are expected to join Senate Democrats in following suit.

Even with the proposed cuts, the White House proposal would not eliminate the budget deficit until the mid-2030s.
