Trump to seek another US$8.6b for border wall


The annual budget proposal will set up a clash with the Democrats, who have a majority in the House of Representatives and are certain to set out alternative spending plans.

These numbers are actually low, because they assume almost $4 trillion in spending cuts the president has, thus far, failed to fight for. The budget anticipates growth of 3.2 percent in the coming year, considerably stronger than most outside forecasters, and stronger than the US achieved in 2018.

The Trump administration's emphasis on funding the Pentagon over diplomacy has alarmed retired military leaders, who said Sunday that squeezing the State Department budget undermines U.S. security and leadership. They just keep spending the money of future generations.

The fiscal 2020 proposal sees the deficit expanding to $1.1 trillion for 2019 and 2020, when Trump will run for re-election.

Unless the White House and Congress reach an agreement, the automatic spending caps from the 2011 law will kick in on October 1, adding another level of urgency to the fall deadlines.

Meanwhile, non-military discretionary spending would fall from $597 billion to $543 billion, a 9 percent cut. When we started the conversation throughout past year, Democrats were saying there's no national emergency.

Conservatives railed for years against deficits that rose during the first years of Barack Obama's administration as tax revenue plummeted and spending increased during the Great Recession. The Senate is expected to vote this week on a House-passed resolution negating the emergency decree.
