US President Donald Trump has issued the first veto of his presidency, overruling Congress to protect his emergency declaration for border wall funding.

He blasted the "dangerous" and "reckless" resolution passed by Congress that, "if signed into law, would put countless Americans into danger, very grave danger".

She also says the president "is incredibly disappointed" with Republicans who voted against him.

He hit his usual (exaggerated) talking points on the drugs and criminals pouring over the border and said that Democrats and Republicans could come to an accord on "catch and release" laws in "15 minutes" if the political will was there.

Trump expressed pride in the Republicans who did not vote to support the resolution and said later that he had sympathy for those who defied him, adding they did what they had to do.

While Congress is unlikely to muster the votes to override the veto, the rebuke from some members of his own party left Trump politically wounded, at least temporarily, as immigration and his planned wall along the US southern border become a flashpoint again in the 2020 presidential campaign.

Trump insists he's on solid legal ground, however. "To me, border security is national security".

"I was aggressively opposed to the Obama administration's attempts to circumvent Congress's appropriating authority to prop up Obamacare", Blunt said in a statement after the vote.

In addition to Collins, the other GOP senators voting for the resolution were Lamar Alexander of Tennessee, Roy Blunt of Missouri, Mike Lee of Utah, Jerry Moran of Kansas, Lisa Murkowski of Alaska, Rand Paul of Kentucky, Mitt Romney of Utah, Marco Rubio of Florida, Patrick Toomey of Pennsylvania, Rob Portman of OH and Roger Wicker of Mississippi. The House previously passed the resolution last month, 245 (including 13 Republicans) to 182.

Many lawmakers said the vote was not necessarily a rejection of the president or the wall, but protections against future presidents - namely a Democrat who might want to declare an emergency on climate change, gun control or any number of other issues.
